End Federal Taxation of Water Efficiency Rebates: Florida and Texas Sign-on Letters
Published: March 24, 2026
Attention all Florida- and Texas-based Members!
Sign your organization onto to either our Florida-based letter (PDF) or Texas-based letter (PDF) supporting passage of the federal Water Conservation Rebate Tax Parity Act, which would end federal taxation of water conservation rebates. Each letter will be sent to the respective members of congress who sit on the House Ways and Means Committee and the Senate Finance Committee that will likely review the Tax Parity Act.
The IRS recently increased the reporting threshold for Form 1099-NEC and 1099-MISC from $600 to $2,000 annually for taxpayers receiving rebates, which reduces the administrative burdens on water providers and others. However, the rebate dollars remain 100% federally taxed. This discourages participation in rebate programs.
Please email us by COB Friday, May 1st to indicate that your organization will sign on...Please state your interest in either the Florida- or Texas-centric letter, and be sure to include the city where your organization is based in that state.
Only "organization name (city, state)" is needed--individual names and company logos are not necessary.
