AWE Releases Equity Impact Assessment Tool
Published: October 13, 2026
Water efficiency and conservation programs are most effective when they reach and benefit all communities.
That's why AWE developed the Equity Impact Assessment Tool: a practical tool to help water utilities and conservation practitioners incorporate equity into the planning, design, implementation, and evaluation of water conservation and efficiency programs and policies.
By asking the right questions early, organizations can expand access to resources, improve program participation, strengthen community trust — helping utilities achieve their water savings goals and build long-term water supply resilience.
The EIA Tool provides guiding questions and an actionable framework to help organizations incorporate equity considerations into planning and decision-making processes. It can be used to:
- Build organizational and leadership buy-in
- Strengthen community trust and engagement
- Expand program reach and accessibility
- Guide the development and evaluation of programs, policies, and initiatives
- Increase transparency in decision-making
