Water pricing plays a central role in water resource stewardship and sustainability, and is a key element in water conservation programs. Funded by the Great Lakes Commission 
and the Great Lakes Protection Fund, the Alliance for Water Efficiency conducted workshops on conservation pricing and prepared a rates primer authored by Dr. Janice Beecher of Michigan State University. This primer provides an introduction to key principles and concepts of ratemaking. It also highlights findings from Dr. Beecher’s 2010 Great Lakes Water Rate Survey that was conducted as part of this initiative.
